rust on rear windows, how do i fix?

Default rust on rear windows, how do i fix?
I have noticed that the metal around the back of my rear windows is rusting. Is there a way that i could fix that?

Sand, mask off glass, respray black paint.

the main thing, it is rusting below and behind too. I wondered if there was a way to take it off, so that i could sand it, repaint it and put it back in.
