Seat Belts

I have a 97 Civic and the seat belt straps are frayed. I was told that the dealer has an obligation to provide replacement belts due to safety concerns/rules they have to follow. Is this true?

Honda voluntarily has a lifetime warranty on seat belts, but I don't know if it covers what could be considered "oridinary wear and tear".
