Why does my Honda rev over 7000rpm

Default Why does my Honda rev over 7000rpm

I own a 1996 Honda civic hatchback with a 1.5l sohc non VTEC .
It revs past 7000rpm and was wondering if it has a factory limiter?
Or if it will valve bounce and cause engine damage?

Remove the passenger kick panel and look at the ecu. There should be a sticker with a bunch of numbers and a few letters. What does it show?

There's no sticker on the ECU it's just blank metal

Pics? Have you removed it from the vehicle and looked at all sides? Should only need to remove a 10mm bolt/nut
