How long before a admin can change my status to "VIP Member"?

you click the quote+ button (button will turn red to indicate a selected post) on every post you want to quote and then click the normal quote button on any one of those posts you selected. it will bring up a reply to thread with all the selected posts quoted.

The "ranks" thing has already been discussed, it will be changed when time permits. You'll get whatever level you're ranked at
