Default Catalytic Converter BOlts

Okay so my exhaust snapped off behind the flange that attaches to the catalytic converter, now these bolts holding it on are they able to come out or are the stationary bolts coming directly off of the catalytic converter? And if they can come off any ideas they're pretty rusty. i got one nut off of the bolt but thats about it and there is no play at all like the bolt can come out.

the bolts are stationary on the catalytic converter. they don't come off that i know of. I ended up having to use a sawzall or however you spell it on my stock catalytic converter bolts because i stripped the nuts. of course, only do this with the exhaust off the car. if you do this, you could probably drill the old bolts out of the cat and then replace them with regular bolts. you'll probably ruin a saw blade doing this. use goggles and gloves while doing this to protect yourself from shrapnel.

i didn't drill the bolts out because i replaced the catalytic converter with a magnaflow high-flow catalytic converter and threw the stock one out.
