Down pipe tech

My buddy says I can gain 23 horsepower with a stepped stainless down pipe as long as it has a tuned sequential merge collector. Anybody ever heard of this?

I've got a few mods. Cnc port job, box plenum intake, 13.1 compression and a 74mm throttle body. Oh ya, it's a 2.0 litre B20.
