The 49 state new Magnaflow cat should be able to pass a sniffer at least just as well as a 13 year old Cali cat.
The only thing it will fail is visual, but there's a low chance of that happening because the cat looks stock and most people would not even take a second glance at it.

Both would be equally reliable. The one I linked would be the easiest to install. It all depends on whether or not you want to risk failing emissions visual inspection. I honestly don't think you will fail because the direct fit cat looks so stock (it even has a heatshield similar to the stock one), but it's possible I suppose. The only way you can fail the visual is if they notice that it isn't stock. If they notice that it's not stock, then they will look for the CARB stamp. If they don't notice that it's not stock, then I am pretty sure they won't look for a stamp. Also, if you use the PasswordJDM O2 extension wire harness (the long one), then it will look really legit.
