With a test pipe you're not going to pass emissions and all you're going to do is make your exhaust sound raspy and disgusting, you also need to buy an o2 Simulator since you now don't have a Cat and you're now harming the environment. With a Cat you're exhaust will sound a lot better you'll be making the same amount of horsepower you won't need a o2 simulator and you'll pass emissions..
You're creating more trouble then it's worth by getting a test pipe.
If money is really an issue ....save up.. don't waste your time with an o2 simulator and do it properly.

but yea, running the CEL as I explained before would be stupid, because any gains you would get from the header would then be erased and you'd have even less power than you started with
throwing a CEL makes the engine run in limp mode, where you make less power, and your redline is lower
