Default Need help installing CAI!

I'm at the last part of the directions for installing a AEM cold air intake into my 98 civic ex. Here is what im stuck on: "Re-Install the Fuel Injection Air Control Valve vacuum line to the nipple exposed on the inlet pipe. Located in between the two grommets." I already installed the PCV breather pipe and air censor into the two grommets. There is nothing else to connect to it that I can see. Can anyone help please!

I also broke some of the caps that held the inner splashguard for the wheel. Is there any way I can hold it in until I get new ones
