do headers need to be welded in? and how much hp will be gained from ones on say eBay?

No welding, should be direct bolt on, HP from just a header? I'd say 3-5 HP. You could probably get 12-15 if you got intake, header, and a full exhaust upgrade.

Don't cheap out when it comes to an exhaust system. Try to stick with DC or something along those lines
