Default 95 Civic EX Bumper gap?

Not quite sure exactly why they are not lining up properly... Pretty ugly gap

That's what I'm thinking. I purchased it as just a shell and noticed after I removed one of the fenders that there was a slight dent in the metal, but I hammered it out. Actually I think I could do the same to the frame where the bumper bolts onto. I'll give it a shot.

I would try and see if there is a non-original rad support on there. Maybe it wasn't made perfectly, or it was welded on slightly wrong. Otherwise, my guess is that a PO went under something. Happed to me years ago in the rain with terrible summer tires.

The frame was bent, but I took care of it with a hammer lol.
