Default break light question

hey i have a honda civic 97 ex 4 dr, and i just put in new altezza tail lights. i have only had this car for 2 months. i had my dad press on the break so i could make sure everything worked, and all the turn signals work, when the headlights are on, the lights are on slightly in the back, and when he hits the break, only the far left and right trunk lights come on.. is this how they are suposed to be? and if not, do they all light up when the break is pressed, or only the outer lights? what can i do to fix?

If equivalent lights don't brighten on the left and right side when braking, then some bulbs probably need replacing.

where these plug N play or did you have to custom wire them?
if neither of the inner taillights have brake lights and the bulbs are good id say its the wiring.
