I doesn't seem to screw off. And I don't see any screws or bolts holding it in place. Do I have to remove it from inside the center console?

The easiest way that I know is to take a knife to the underside and cut away.
Some others have been patient enough to twist it off or hammer slowly.
But if your trashing the rubber anyway, save your sanity and just cut it.
GOOD LUCK!

if you want to remove the cover (not the handle) i no on my 2000 it would just slip off right over the handle, you just have to twist it a bit, for the handle iv heard that you have to cut the plastic

put blocks behind your car first !!!!! then just yank. if your not looking to save the old one have fun. destroy. if you want just the hard plastic than thats not hard. crack it! then pull if off. if you want the soft leather/ plastic that will be really hard. but good luck and dont forget thos blocks. (for the maual transmissions automatics blah they can have park lol)
