Interior Paint Blemish Spots

I have a problem (stated at the botom). But first of all, I am painting my interior black and here are steps I take when painted pieces:

Wash Piece
Sand
Primer
Sand
Primer
Sand
Primer
Sand
Black
Sand
Black
Sand
Black
Black
Clear
Clear.

Well the problem is that sometimes when the final black coats start drying after a few minutes there are a few little blemish types spots that kind of look like fogged up and kind of lighter shiny. What is causing this? I am using duplicolor acrylic enamel and I am painting the plastic pieces right now.

Look This Is The Way I Did It And It Looks Great Better Them Expected

I Wash The piece them i use acetone i use a clear primer like 3 layers them wait about 20 minutes use the black color like 3 layers leave for a full day (make sure you leave it alone for a full day) them i use a clear coat please dont touch or wash the pieces for about 4 weeks so it will last longer oh and after you use the 3 layer of color leave it in the sun for a long time

Well I've done it before and it turned out great. But for some reason just like a little spot near edges of the pieces a lot of times. I'm also doing lime green accent parts which is turning out really well with the black. I'll post pictures of what the spots look like.
