If you swap the old cluster in when you sell it you're still commiting fraud since the old gauge hasn't had the new miles added to it. It's better to roll the miles on the new cluster to match the old cluster, while it's illegal to mess with the mileage in this case you are just transfering the miles listed to the new gauge and it won't pop-up as mileage fraud.

I don't exactly know how to roll it back though to what the mileage really is. I've seen this argued on a lot of forums though so I dunno what the truth about it is. And the procedure that other people use to roll back the odometer seems a little risky. Taking the needles off and stuff to get to the odometer gears...just seems like it'll mess things up, like the speedometer will be off and difficult to calibrate. I don't know...I'm thinking about just leaving it. Also I don't know for sure what is legal and what is not. I'd hate to do something that will be regretable in the future.
