Default Some confusion over types of light bulbs, and which to get...

I've got a 2003 Civic and want to get different headlights. I'm going for that "white" look, but am confused as how I can get it.
I've heard of and read up on HID, xenon, H1, etc, light bulbs but am still just as confused. Which type can I get without paying for an expensive conversion or blinding other drivers? Is there one that costs around $10 per bulb that can be simply switched out with the current bulbs without any modification? And that allows me to switch between high and low beams?
Also, I don't want it to look crappy or give off a bad ray of light due to me keeping the stock light housing.

Thanks!

Sylvania Silverstars give a more white color but will have about the same light output. HIDs will require a different headlight housing to be effective and not blind other drivers.
