Spoilers do not create down force when moving under 160kph-240kph (100-150mph). Also, it depends on the actual size of the spoiler you are talking about. Spoilers are either meant for competitive racing or cosmetic reasons. Cosmetic spoilers are not meant for down force or competition. Spoilers create drag behind the vehicle, causing the motor to work harder. Ex. Take sheet board and hold it flat against the wind then hold it sideways (easier right), same concept. This is known as aerodynamics. It depends on the size and angle the spoiler is at. Fast cars/race cars use spoilers to pull the car to the pavement, thus better handling. But racers have known to get better lap times in Time Attack after talking the spoiler off (sometimes). Concluding, that yes spoilers will reduce cars gasoline mileage, but is determined by the spoiler size and etc. Most spoilers have little effect on the actual cars gasoline mileage.
