How about those lights...Front rear etc... Here is some of the specific vehicle codes Rear lighting equipment including reflector specs The way I read it...you don't have to have the orange reflectors on the front so clear is ok. The light emitted must be white or orange from the front turns. clear is still ok. The rears MUST have a red reflector and can show red or orange light for the turns.

Last one...vehicle inspection...three parts here, but basically..You HAVE to let the cop inspect. section 2800 Compliance with Peace Officer Orders and 2805 inspection of vehicle and2806 vehicle and equipment inspection.
