-People that slam on the brakes when they see a cop, especially when that cop is on the other side of the road coming towards them. That cop can't tell if you're going 3 over when he's coming towards you.
-People, already going the speed limit, that hit the brakes when they see a cop shooting radar. Unless that cop is having a bad day or is just flat-out a dick, he's not going to come after you for going 5 over.
-People that slow down on 4-lane highways when a cop is traveling in their vicinity. That cop is probably doing 10-15 over the limit; he's not going to pull you over for doing 5 over, much less doing the limit.
-People that slow down to 5 below the limit on a 2-lane back road when there's a cop behind him/her. That cop isn't interested in pulling you over for some stupid thing; he or she just wants to get where he/she's heading or to continue his/her rounds. You're being annoying.
