Default '01 Civic EX Engine Stopper Question

I recently replaced the Engine Stopper located in the front of the engine by the exhaust manifold. I called it a motor mount, but is it ? The reason I ask is that it is secured to the car bracket using a 12mm OD flange bolt, but the center hole in the stopper is 16mm ID. It was a genuine Honda part, not aftermarket Chinese , and purchased from a Honda parts supplier so I have no doubt it is per factory spec. But that "slop" in the fitment really has me confused. It seems to function fine.

See: http://estore.honda.com/honda/parts/...n=&b=B++47&dl=

The stopper is Number 8 and the bolt is Number 14 on the drawing at the link above.

That is so that you (or the factory workers) don't have to wrestle the engine into exact position to be able to get the bolt to go through the hole.

As the bolt is tightened, the bracket pinches together and the inner core of the stopper can't move around, even though there is some gap in the bolt hole.
