I have a 1990 Civic Hatchback...Its the one with the 4 speed manual tranny. The problem is whenever I stall my car(doesnt happen often) or when I shut it off and try to start it back up it won't start. I usually have to wait like 2-3 Minutes for it to start back up. Anyone have an idea what the problem could be?

This happens to just about every 4G at some point. The problem is the fuel pump relay starts shorting out when it's hot, and you have to wait for it to cool down a little before it'll reactivate the fuel pump. Here's one of my posts from another thread on how to fix it:

The relay is a black box with a steel mounting tab (mounted with a single 10mm bolt), located to the left of the fuse panel under the dash on the driver's side.

If you hold the relay with the wire side to you, with the plug release facing down, they will be the two wires furthest to your right in the top row. Get a short piece of wire and a couple crimp-on spade connectors and bridge those two together.

That should fix your problem. Or you can replace the relay if you feel like spending money.

Alright Thanks...Ill let you know how it works out. Hopefully this will solve the problem for my friend! Because its not my car.

Could it be vapor lock? But vapor lock might require the car to cool down for 20 or so minutes in order to start back up. If its not the relay, then it might be vapor lock. I would go for checking the relay out first. Vapor lock is when the fuel pressure regulator isn't working and doesn't hold its residual fuel pressure. When you shut the car off, the fuel pressure drops and the fuel in the lines vaporizes. When you go to start the car, the fuel won't spray because its a vapor not a liquid.
