Default 1991 Honda civic crankshaft problem

My husband just replaced the timingbelt and got the car running, but it lopes. He thinks the crankshaft timing is off. He aligned the belt parallel with the markings on it with the crankshaft with the UP marking in correct position, counterclock wise turned the belt 3 teeth, tightened belt, then 2 full rotations of the crankshaft and the markings were still aligned. He thinks maybe he didnt have the crankshaft dot in the right place. Where should it have been in relation to the belt? Hopes this makes sense since I'm car part ignorant lol.

define lope, does the idle surge (rev up, slow down, etc) or does it actually blub kind of like it's running real rough?

if the timing belt is off by a tooth one way or the other it will run like total crap. im not talking about a lope in the idle either. total crap! aftermarket timing belts arent always perfect, and may be off a degree or two. re time it.
