Post 1993 Civic wont start but has an idea

i turn my key to II but i dont hear the hummin from the fuel pump. my car wont start i replaced the battery and terminals. my gas meter says halfway and my car kept stallin when i was on my way home from school. now it wont starty at all. i had a bad battery. now my fuel pump s not making the hummin sound. when i try to start the car the dash lights usually all go off but now the battery light stays on when im cranking it. is that supposed to happen? pleas help you guys are they best and my best resource for solutions

Does the CEL stay ON when the key is in ON(II)? It sounds like a bad main relay under driver's leftmost dash area.

the cel light does stay on

Use the jumper wire method at the link in my signature to pull the CEL trouble code.
