Default 1995 Civic EX Fuel Economy Estimate

I have a 95 Civic EX automatic with 169,000 miles. I am averaging 26-28 mpg in mixed driving and I'm not a lead foot. Here is what I have done to it since I bought it in March 2009 when it had 163,000 miles and had sat about a year.

4 New tires and alignment
Full tune-up (NGK plugs, wires, cap, rotor, fuel filter)
New front brakes (rotors, pads)
Auto Trans drain and fill
Flushed cooling system
Flushed brake fluid
It has Valvoline full synthetic oil with around 2,000 miles since change.
The timing belt was done at about 100,000 miles

Anyone have any ideas or is this what I should expect from it??

Is the CEL ON?

Have you checked the ignition timing with a timing gun?

I have a '95 DX auto with about the same mileage. I have averaged about 31mpg depending on driving conditions but lately it's been closer to 29mpg(weak O2 sensor maybe). New tires will cost you a couple mpgs until they wear in a bit and I'd check to be sure the new brakes aren't dragging a bit. Some shops don't clean up the slides on the calipers and it causes the brakes to drag. I've gotten as high as 38mpg (mainly highway) and as low as 23mpg (driving like a moron) so better can be achieved. I have to work for my mpg (higher tire pressure, very light foot etc) as the auto is a major PITA when it comes to fuel economy. I know I could get 45 or 50mpg with a standard but I digress...

I had a 93 Civic EX auto for a couple of months, the mpg was around 32. It had around 170,000 miles.
