1995 Civic won't start
I have an EX coupe with a M/T. I have no power going to the starter solenoid. I can jump start the car with a remote starter. I checked continuity at the clutch switch and even jumped the connector. No luck. I checked the starter cut relay. It works as I can hear the clicking when connecting a secondary power source. I have power going to it. I can jump the connections and the car will start without the clutch pedal being pushed in. I've tried a new ignition switch with no luck. The only thing I can think is I'm not getting a proper ground for the starter cut relay. Is there anything I've missed?

This almost has to be the relay. The pedal switch grounds the relay when the pedal is pressed down. When the key is turned to start, the black and white wire at the relay is energized, powering the ungrounded end of the coil. This causes the relay to pull in and pass the power to the other wire that goes to the starter.
A bad relay can make a click but not close the circuit like it should. Test that power is going to the other black and white wire when you turn the key with the pedal pressed down.
