Default 1995 honda lx 1.6l civic Engine help

I need some advice before I go for a diagnostic . I have a 1995 honda civic that will not crank so I started poking around and found that there is oil coming up through the two center pillars. I have not seen any colant so im not sure exactly if the engine block is cracked or I jusr need a new head gasket. Some direction would be greatly appreciated. Thanks in advance.

oil in 2 center pillars... you mean the spark plug tubes?

does the motor turn over?
is it getting spark?
do you hear the fuel pump come on for 3 secs when you first turn the key on?
any blown fuses?
any rigged wires?
