1997 Civic Speedometer PROBLEMS??

Default 1997 Civic Speedometer PROBLEMS??

I have a 1997 Honda Civic and the Speedometer Is at Zero before you turn the key forward, but once you turn the key forward it is stuck at 20MPH for most of the time. Then at times the Needle will bounce some. Sometimes it was reading the accurate speed for short periods of time, but now its not doing it at all. I have already replaced the VSS, and I even replaced the Cluster with a brand new one. Yet The speedometer still is not working. I have also tested for voltages, shorts, Checked for scarred wires, and tested the grounds. All of those are reading the correct numbers, and I am stumped now??? Does Anyone have any suggestions?

it is your speedometer cable. i bought my 94 civic 2 years ago and i have only racked up 12,000 miles and the owner before me said that is has not worked for 3 years prior. mine will work once in a great while. i cannot even figure out the gas milage i am getting.
