2006 Honda Civic Si front engine mount

I noticed the diameter of the metal sleeve on the front engine mount is much larger than the diameter of the bolt. Such the bolt fits loosely inside the sleeve. is this normal? never seen a bushing sleeve fitting like this. Anyone noticed the same?
