88 Honda Civic LX Problem

Default 88 Honda Civic LX Problem

Hey Everyone.

My parents currently own a 1988 Honda Civic LX Sedan. And theres a little issue with the car that my dad and I are trying to figure out.
Here's the problem, when the car is first started up in the morning or afternoon it idles fine at 800RPM-1000RPM, and no problem but if you drive it for even a little bit the car starts idling at around 2000RPM, and if you shut the car off and come back to it 5 - 15 minutes later it starts up fine but revs right up to 2000RPM - 2700RPM and theres not way to drop it down but apply the gas to the car. The question i have is what could this be? and what could i do to fix this.

check the butterfly on the throttle body or the Throttle position sensor
