Tail lights and dash lights are on the same fuse. Probe the test points on top of the fuse measure voltage to ground with the light switch on. If one has voltage and one doesn't, the fuse is blown (the most common reason for that is shorted wires at the radio from an improperly installed aftermarket radio). If neither has voltage, it's not getting power from the light switch, take the column covers off and check at the light switch. This is assuming the head lights work. If they don't work either, there is a big main lights fuse in the box under the hood near the battery.
For the wipers, turn the key on, switch on, and listen if the motor runs. Motor running but wipers not moving is naturally a mechanical problem. If the motor doesn't run, go to the fuse and again make sure both test points are live with the key on. If that's OK it could be the switch or the motor, would need to check a diagram to determine what to measure to tell which one.
