I have a similar problem with a 98 CX, your next step is to check the speedometer. Remove the instrument cluster and pull out the speedometer, with careful disassembly you can reach the mechanical and electronic parts, if there is no evident mechanical failure you probably have an electronic failure. Try a different speedometer or move the mechanicals by hand to see if it jumps around. If when moving mechanicals by hand there is no jumping around you probably have bad electronics and likely need a new speedometer.

Other things to check

Healthy electrical system
Same tire height as original
