93Civic won't start when humid

The lights come on ( and go off ) as they are supposed to when i turn the car to III.
I soldered the connections to the Main Relay plug . There seemed to be a short or break in the wire there at the base of the plug, so i soldered it and made sure it was all nice and tight.

Now i suspect a break in the wiring inside the steering column leading down from the ignition switch.

The soldering on the Main Relay circuit board is in excellent shape ( on both of the ones i have )

BTW, the car is an automatic.
