Default 94 civic b18, car shut off while driving
When I turn the key I don’t here my fan or fuel pump come on? Could it be one of the relays

Why would the fan come on (assuming the engine is cold)?

Have you checked that the starter is receiving power? If the engine isn't turning over, that's what i would be looking into.
