Unhappy 95' Civic EX-No Guage Movement, No Turn Signals. HELP!

I've read somewhere that there is a yellow laminated wiring harness; with a light switch, up under the dash, beside the steering column that controls these functions. I've tried to check it out but I'm not totally sure where to look, or what the switch even looks like to test it.

I had a light housing that was shorting out. Everything was working fine until I started fiddling with the wires and I lost them all. If anyone has ANY idea on how to fix it, or what it may cost I'd be eager to learn.

Check whether fuse 15 (10A) under the dash is blown.

Yellow wires are dedicated to the air bag system, don't mess with them.

Probably just a blown fuse. Make sure to clear the short then replace the fuse.
