Default 95 civic Lx, Cluster not working

just got the car from my mom, she was driving it to my house when a tire blew out and took out the driver side front parking lamp. ripped out the light socket too. now the blinkers arent working, the whole cluster gauges arent working, the car wont go outta park with out the shift lock. all fuses both under the hood and under the dash are good....any suggestions?

1) Remedy any short circuited wires where the socket was torn out.

2) Recheck for blown fuses:

Carefully double check fuse 15 and 19 (under dash) and fuse 43 (under hood).

3) I don't think the turn signals will work until the socket is repaired and a proper bulb is installed.
