95 civic TPS Sensor issue

I checked the sensor the other night. I unplugged it and tested it with a meter. It was hard to get a good connection on it due to not being able to see the connectors. From what i could see it def has a couple bad spots in it. When i plugged it back in, my CEL light was on reading a code 7, TPS sensor. I unpugged it and reset the computer by disconnecting the neg bat terminal. The light is still on and the car is running about the same. Am i safe to say that the sensor is shot?

If you saw the voltage skipping or not moving steadily, and also it's now consistently setting a TPS code then yes a new sensor is in order.
