96 civic loses fuel pressure

Default 96 civic loses fuel pressure

I have a 96 civic w/ a D16Y7 all stock no modifications, when the car has less than half a tank of gas the fuel system loses pressure when the car is off. Has anyone else had issues with this? When I turn the key to the on position you can hear the fuel pump run and prime the pressure back up. If I dont do this, the car takes several seconds of cranking before it gets gas and starts? any ideas? Thanks Dan

You also could have a faulty fuel pressure regulator. Here's how to check:
