I have a 96 honda civic and when it is cold, when i crank it up the first time it takes it a few moments to start and when it does it sounds like bogging down. The timing is correct and its a brand new motor just rebuilt its a d16y8. The problem goes away after about 10 sec and its fine until cold again. Anyone have any idea what this could be?

 

My guess would be IACV.. . check engine lights on??
