98 Civic EX starting issues

98 Civic EX starting issues
It's end up with a 98 ex. Tried new battery and shot a few shots of starter fluid in it and it sputters a little but nothing. Also notices that the engine doesn't turn over fast and seems a little sluggish. Pulled a plug wire and checked for spark and had it. What would be the a few things I should check next?
