I had this same issue and took days to figure out that the wires were broken off at the plug that goes into the door from the car. Over time I guess the wire get brittle and snap off at the pins. Pull back the rubber boot and unplug the harness from the door and inspect the wires as they go into the pins in the plug. I had to solder the wires back to the pins one by one and everything worked fine after that. I found it easier to pull off the driver side fender to give me easy access to the harness and used brake clean to clean off the grease from the harness (make sure when done to put new dielectric grease back on). I had 3 wires that had broken off and ended up fixing them all to be safe. Was a pain in the *** but it did the job. My brother has the same issue on his Civic a few months later so I guess it's a common issue.
