'99 Civic not starting

If the belt has skipped you would have spark, but the engine may be far enough out of time that it will not start. If you don't have spark-- since you now know that the distributor is turning, there is a problem with the ignition system.

I do not get any spark. Checked this morning. So now that I know there's no spark, the fuel pump is likely functioning, and the timing belt seems to be moving the rocker arms...it is a problem with the ignition system. Would that point to a problem within the distributor or the ignition coil?

Again, thanks everyone for the help and patience you've given me thus far. I know I've been a bit slow with updates but I'm definitely trying and I sincerely appreciate all your help.

The next test is to take the distributor cap off and hold a grounded test wire near the output terminal of the coil (which sticks out to touch the inside of the cap.) Crank the engine and see if you have strong blue sparks there. If there are only weak yellow sparks, the coil is bad.

It was the ignition coil!

All replaced with a new coil and new rotor now, car fired right up and runs great. Thank you guys!!! Saved me so much money.
