It sounds more like your underhood relay/fuse box is giving you the problem. If the 99 is similar in wiring to 95-96 then the battery goes through this fuse box first. Then it goes on to the ignition switch. I do have a pdf document of the underhood relay/fuse box for a 96 but it may be similar. If you pm I'll send it to you.

 

It turned out to be a fusable link. $4.50 for a new one. Installed it myself. Thanks for all the help.
