Default ABS issue

1997 Civic EX 4dr manual with 197k

The ABS light turns on intermittently. When the light is on my braking is normal and has no issues. When the light is off sometimes the ABS activates under normal braking. It does this often enough that I am worried it might cause me to hit the person in front of me. I have never had to panic brake or brake hard since I have owned the car. I have only owned it for the last 4k miles. I did use a ABS scan tool awhile back but it wasnt very specific. I have looked at the spacing between the wheel sensor and the ABS ring on the C/V axles. I believe the spacing is correct, but the slightest bit might cause an issue. Would this be a ABS module problem or a wheel sensor? I have never had to mess with the ABS on any vehicle I have ever owned.
