AC working only on High speed

AC working only on High speed
Hello All:
I have 2003 Honda Civic with 160k miles. AC is works only on High speed. You have to push accelerator to blow some cold air.
Other than this issue the vehicle is in perfect condition.
Some one mentioned problems with air compressor, if so is it worth replacing. Approximately what will be the average cost to do that.
