Default Blower fan

My blower fan in the car only blows when turned on high. I tried another switch panel and the same. Any other control for the fan speed or do I just have 2 bad switch panels?

The problem is the power transistor, if one resistor in the pack is blown then it will cause an open circuit and only the high function will work since it gets direct power and does not go through any resistors. The power transistor/resistor pack should be under the dash on the passanger side. I'm pretty sure i posted a picture of power transistor/resistor pack before on the forum but if you can't find it i can try and find the pic again on my computer. Also, what is the year of your car?
