blue crust on spark plug cap

Default blue crust on spark plug cap

i have a 99 civic si, and on the cap thing lol( i dont know the real name) there is blue build up...(pictures included)
the car runs fine except in a high gear at lower speeds, like 5th gear at 40, and u hit the gas full throttle it likes to kinda bog down.

and also i just put a header on, theres an intake and header, no exhaust yet...but when the muffler shop put the header on the didnt connect the O2 sensor, they put it in the header, but not to the car...and since i got the header between rpms of like 6000 to 7400 it is really raspy and sounds kinda odd, im working on a noise clip but so far i dont have one...any advice or explanations are greatly appreciated

cap thing = distributor cap
blue crust = corrosion.
spinning thing under cap = rotor

Clean off as much as you can, then lightly brush off remining corrosion with a small wire brush. Clean the tip of the rotor too. This will help out for now. The real fix is to get a new distributor cap and rotor when you tune it up. You also need to find out where all that moisture is coming from and try to stop it.

O2 sensor needs to be connected to the electrical harness. Find an extension cable or if you think you can extend the wires yourself. (better to find the extension cable) Doing the wires yourself may ruin the accuracy of the O2 sensor.

whats going to make that noise in the high rpms? it almost sounds like something tinging very fast, but the O2 is in there very tight

a leak at a connection , cracked weld, hard to say what makes the noise. Look for black carbon...that would be where the leak might be at.

now my car is running like ****, it wil barely start...and when it does it dies right away....i just did an oil change, and i the cap and rotor were changed 20,000 miles ago....but the spark plugs are black...so i dont have enough spark...correct? wtf should i do?

The black stuff on your spark plugs is telling you that you have a rich fuel mixture. Are the spark plugs wet or dry? Pull the spark plugs and see if there is a spark. If you see a spark, then the spark prolly isn't the problem. It could also be possible that fuel is your problem. If you have spark and your car still dies, then it might be fuel. When your engine is about to die, spray some carb cleaner through the throttle body. If you engine starts running again then you have a fuel problem.
