Buying used Honda, want some suggestions...

I am just looking for a reliable car that will get good gas mileage and will last a long time...nothing too fancy.
I ran a carfax on it and it looks like the car has just been through inspections (passing them all) but no major service has been done on it. My plan was to buy the car and take an extra $1,000 or so and take it to a dealership to get tuned up...Is my plan foolish?
My question is what kind of service is to be expected for a civic with 82k miles? I was told by a friend that I should replace the timing belt...I don't know much about these things though. By the way, I test drove the car and it ran like a dream.

I think they are charging $1000 too much for that HX, but it's a stealer-ship so... How does it drive? If you at all mechanically inclined, or know someone who is you can do the maintenance yourself for a lot less.
Do the following:
Get the manual for your car (http://hondatech.info/downloads/Auto/Manuals/Civic/)
Here are the easy things to do assuming you have tools
Radiator Flush (Don't forget to drain the block)
Oil + Oil Filter replace (~3.5 Quarts)
Spark plugs replace
Plug wires if they are in bad shape
Distributor + Cap
Air Filter Replace
Replace Transmission Fluid (use Honda MTF ~2 quarts)
Clean out the Intake and Throttle Body (use the spray can fuel injector cleaner not the crap you put in the gas tank...)
Fuel Filter replace
The more difficult items:
Valve adjust + replace valve cover gasket
Timing belt replace
Replace the following when you do the timing belt:
Alternator belt replace
P/S Belt replace
A/C Belt replace
Water pump replace
Check all other fluids (brakes, clutch, power steering)
Check tire pressure
I probably forgot something... Should run like new once you finish all that
