A/C Cold then Hot?

A pressure of 200 on the low side is just way wrong. Assuming that you're measuring properly (hand wheel valves on the manifold CLOSED), the only way this can happen is to have air or other non-condensible gas in the system. To know where you stand, it must be evacuated and recharged with the proper amount of new refrigerant. Also consider the possibility of too much oil, or sealer in the system.

Iknow that the pressures are too high what could be the cause of this?

would evacing the system and recharging fix this?

It may fix it or it may not, but either way it's the first thing that needs to be done. You need to be sure there is no air and a proper charge of refrigerant first in order to diagnose any other problems the system may have.
