Default A/C problems

my sister drive a '98 4-door LX...the problem with the AC is that it's not workin period..the ac light comes on when i press the button, but no cold air..it's just the fan running. i figure this is just a minor problem..so if anyone has any fix-it yourself idea please respond. cuz i do wanna save her money...any mechanic would rip me off.

one more thing....
i have only tried one method, which was locating a blown up fuse. but i could only locate one fuse box..none of the slots said "AC"....the condenser fan fuse (20A) was borken..i replaced it..but ac still duzen't work. any other fuse locations in the 98 LX?

There is a main box under the hood. Maybe the a/c needs to be recharged.
