can a barely streched belt cause a no start???

I found in the 96-98 service manual (pg 11-46, Probable Cause 5) that the three distributor sensors or the CKF sensor actually can be faulty without throwing a CEL code:

The manual also tells you how to troubleshoot such potential sensor problems.

well we looked all that stuff over last night and we think its one of those things but we arent sure how to test any of it....im not sure if maybe the ignition went out or if its a different sensor.I really cant believe we havent found whats wrong yet.
